Our draft Engagement Framework is ready for feedback!

After inviting input through meetings with community organizations, attending local events, and receiving over 570 survey responses last year we've gained valuable insights on how our community prefers to receive information and engage with the City.

With this input, along with best practices research and staff/Council feedback, we have drafted the City's first-ever Community Engagement Framework and are inviting the community to provide feedback on this important document.

In June and July 2024, we invited residents, businesses, and organizations to provide input as we began to develop the City’s first-ever Community Engagement Framework.

Through the hundreds of responses received, we got a better idea of how people in our community prefer to give feedback, get information, and learn about City services.

We heard from voices around our community to better understand what’s important in community engagement, any challenges people face when trying to engage, and how they want to have their say.

Input was provided by:

  • Completing an online survey by July 30, 2024
  • In-person at local events
  • Mmeetings with a number of local community organizations that reflect the diversity of our city

About the Community Engagement Framework

The City's Community Engagement Framework will support our goal of being an open and engaged organization - offering meaningful opportunities for residents, businesses, and organizations to provide input into decisions.

The engagement framework has been developed based on the established practices of the International Association for Public Participation (IAP2), which provides a spectrum of public participation levels ranging from informing to empowering people in decisions that affect their lives.

The objectives of the Framework are:

  • Foster collaborative and inclusive relationships with residents, businesses, and community organizations.
  • Guide when, how, and why the City engages with the community, ensuring consistency, transparency, and accessibility on when the City shares information or seeks input
  • Explain how decisions are made and the factors that inform, including engagement.
  • Promote diverse and meaningful participation through clear guidelines that foster inclusivity.
  • Equip staff with standardized tools, methods, and processes to deliver timely, effective, and inclusive community engagements.

The engagement survey, events, and meetings provide valuable community input to support the development of the City’s Community Engagement Framework along with best practices research and staff/Council feedback.

Additionally, the City’s Corporate Communications and Engagement Policy has been updated to align with the new framework.


What is Community Engagement?

Also known as public participation or public engagement, community engagement is the process of educating and requesting input (when applicable) from interested and impacted community members and other “interest holders”.


Level of Engagement - Consult

The engagement for this project is at the "consult" level of the International Association for Public Participation's (IAP2) Spectrum of Public Participation. This means we will obtain public feedback on analysis, alternatives, and/or decisions. We will also inform you, listen to your concerns, acknowledge them, and share how public input influenced the decisions.
