Three New Places to Move, Meet, and Play
Phase 2 Engagement (Apr 23 - May 25, 2025)
We're a City on the Move, and your voice matters as we plan new, multi-use recreation facilities that will be accessible to everyone to enjoy.
Based on community feedback, technical assessments, and in alignment with the Parks, Recreation, and Culture Master Plan, the City is moving forward with planning three major initiatives to meet the growing demand for recreation:
1. A new aquatic and recreation facility at Hammond Community Park - providing indoor pools for year-round swimming, fitness, community programs, and multi-purpose gathering spaces for all ages and abilities.
2. Expansion of the Albion Fairgrounds arena - adding two new ice sheets/dry floors to meet current and future needs.
3. A new multi-use community park with stadium-style baseball fields and other future uses, repurposing 40 acres of the City-owned lands currently being used by the Maple Ridge Golf Course.
We learned from Phase 1 community feedback, site analysis, and preliminary concept test-fit, that the Hammond Community Park could accommodate the aquatic and recreation facility and parking, while retaining green space and a smaller baseball field. As a result, two ice sheets/dry floor arenas (rather than one) are now being planned at the Albion Fairgrounds. The Hammond Stadium and Larry Walker baseball fields will be rebuilt as an enhanced stadium-style ballpark within a new 40-acre multi-use park to repurpose the City-owned lands currently used by the Maple Ridge Golf Course.

Community Engagement
Detailed planning for new recreation amenities will involve extensive engagement with the public and key partners, including Katzie and Kwantlen First Nations and other groups. The proposed new Hammond recreational facility is situated on lands of historical and cultural significance to Katzie First Nation and geographically near their Port Hammond traditional village of “Cxwi't.” The City is committed to honouring Katzie First Nation's ancestral lands, heritage and their sacredness to the Nation.
Residents are invited to share their feedback on the aquatic and recreation facility and site concept and suggest future considerations for the multi-use community park. Refer to the "How to Participate" section below for details on how to share your feedback.

From January 23 - February 23, 2024 we conducted phase 1 of our public engagement to explore resident and user group needs and input for a new multi-use recreational facility at Hammond Community Park.
As one of the City's largest community engagements we had an incredible number of survey responses and attendance at our Hammond area Focus Session and Open Houses:
- Wednesday, Jan.31, 2024: 5 - 8 p.m. at Maple Ridge Public Library
- Saturday, Feb. 3, 2024: 10 a.m. - 1 p.m. at Hammond Community Centre (focused neighbourhood session)
- Sunday, Feb. 11, 2024: 10 a.m. - 1 p.m. at Maple Ridge Leisure Centre
- Thursday, Feb. 15, 2024: 4 - 7 p.m. at Planet Ice Arena
Thanks to all who participated to help shape our future recreation facility!
The data we received from the nearly 2,360 survey responses and 650 open house comments was analyzed and summarized into our Recreation Feasibility Study - Phase 1 Engagement Summary. The feedback gave valuable insight about what the community is wanting for our future place to move, meet, and play.

Next Steps
Following Phase 2 engagement, the next steps will include refining the recreation facility's program and completing additional technical site assessment. A final report is anticipated to be brought to Council in summer 2025.

The recreation feasibility study has been assessing the feasibility of combining aquatics, arena and other community recreation services at Hammond Community Park. As the service demand analysis (which measures current and future needs) and site analysis progressed, we learned that the Hammond Community Park could accommodate the recreation facility and parking, while retaining green space and a smaller baseball field.
As a result, planning is underway to develop two new ice sheets/dry floors at the Albion Fairgrounds to meet current and future demand. Two additional sheets will create a hub for arena sports and events, featuring four rinks and one-curling rink in east Maple Ridge.
Building on the Phase 1 Engagement Summary, which included Engagement Quick Facts and What We Heard summary graphics, work continues on the following activities related to this project.
Context
Our City is rapidly growing and there is a huge demand for more recreation. In the 2023 Parks, Recreation, and Culture Master Plan, the City of Maple Ridge identified a pressing need for new aquatic and arena facilities, ranking these among the top five recreation capital investment priorities.
Hammond Community Park has been identified as the preferred site for the City’s future aquatics facility, a priority identified in the Parks, Recreation and Culture (PRC) Master Plan adopted in February 2023. As a City-owned property and home to the aging Hammond Community Centre and outdoor pool, the site is ideal to minimize land purchase costs for the new facility. Hammond Community Park also met the preferred criteria: sufficient space, fully serviced site, in a developed area with a growing population, accessible by transit and near a major transportation route.
Work on the Recreation Feasibility Study began in December 2023 and is being completed in phases.
The City has hired hcma architecture and design to undertake the Recreation Facility Feasibility Study. This effort will involve both public engagement and site analysis, both of which will determine the scale and type of facility and services needed to best serve the community now and into the future. The analysis will also consider leading trends and best practices research along with the extensive feedback collected during the public engagement for the 2023 Parks, Recreation and Culture Master Plan.
Level of Engagement - Consult
The engagement for this project is at the "consult" level of the International Association for Public Participation's (IAP2) Spectrum of Public Participation. This means that we will keep the public informed, listen to and acknowledge concerns and aspirations, and provide feedback on how public input influenced the decision.
