The Recreation Facility Feasibility Study Has Now Been Completed.

Thank you to everyone who participated in our Phase 2 Community Engagement.

The Study will be received by Council on Dec 16 with recommendations presented for approval.

If the Feasibility Study recommendations are approved by Council, staff will continue the planning process for the following three recreation infrastructure projects, including schematic design and developing the funding strategy.

  • Aquatics and Recreation Centre at Hammond Community Park
  • Arena Expansion at the Albion Fairgrounds
  • Phase 1 of the Multi-use Park at the Maple Ridge golf course site

Schematic Design: Refinement of the preliminary design concept and site plans, further assessing and remediating any existing or new site constraints, establishing energy/carbon and accessibility targets and developing cost estimates. The construction delivery model is often determined at this stage.

Funding Strategy: Contingent on estimated capital and operating costs for the new facilities, current capital reserves, and considering other potential sources of funding from provincial and federal government grants, sponsorships, and borrowing.

Staff will aim to complete both the schematic design and funding strategy by July 2026.

Community Engagement

Detailed planning for new recreation amenities involves extensive engagement with the public and key partners, including Katzie First Nation, Kwantlen First Nation. The City continues to collaborate with Katzie First Nation and Kwantlen First Nation on cultural, archaeological, and planning considerations. The City acknowledges the cultural importance of the Hammond/Golf Course area and is committed to respectful and ongoing engagement.

From January 23 - February 23, 2024 we conducted phase 1 of our public engagement to explore resident and user group needs and input for a new multi-use recreational facility at Hammond Community Park.

As one of the City's largest community engagements we had an incredible number of survey responses and attendance at our Hammond area Focus Session and Open Houses:

  • Wednesday, Jan.31, 2024: 5 - 8 p.m. at Maple Ridge Public Library
  • Saturday, Feb. 3, 2024: 10 a.m. - 1 p.m. at Hammond Community Centre (focused neighbourhood session)
  • Sunday, Feb. 11, 2024: 10 a.m. - 1 p.m. at Maple Ridge Leisure Centre
  • Thursday, Feb. 15, 2024: 4 - 7 p.m. at Planet Ice Arena  

Thanks to all who participated to help shape our future recreation facility!

The data we received from the nearly 2,360 survey responses and 650 open house comments was analyzed and summarized into our Recreation Feasibility Study - Phase 1 Engagement Summary. The feedback gave valuable insight about what the community is wanting for our future place to move, meet, and play.

Residents were invited to share their feedback on the aquatic and recreation facility and site concept, and suggest future considerations for the multi-use community park facilities.

Learnings

More than 2,700 residents completed the survey, contributing to over 8,000 engagement touchpoints across five open houses and 13 key interest holder meetings, making it one of the City’s most comprehensive engagement processes to date.

Nearly 70 per cent of participants supported the aquatics and recreation centre concept, with strong support also shown for the arena expansion. Feedback highlighted interest in expanded outdoor recreation amenities, along with considerations related to traffic, location suitability, and financial feasibility.

Many residents expressed enthusiasm for increased outdoor park space on the west side of Maple Ridge, while others shared a desire to preserve golf course use.

Project Update (Dec 2025):

The Recreation Facility Feasibility Study results were presented to Maple Ridge Council at Committee of the Whole on December 9, 2025. Council will receive the report at Regular Council on December 16, 2025 and determine if staff will continue the planning process and develop schematic designs for the three recreation infrastructure projects along with a funding strategy.

Work on the Recreation Feasibility Study began in December 2023, was completed in phases, wrapping up in December 2025. The feasibility study provides the foundational plans and information to move to the next phase of recreation facility development

The City hired hcma architecture + design to undertake the Recreation Facility Feasibility Study. This effort involved public engagement, needs assessment, and site analysis to determine the scale and type of facility and services to consider to best serve the community now and into the future. The analysis considered leading trends and best practices research along with the extensive feedback collected during the public engagement for the 2023 Parks, Recreation and Culture Master Plan.

Project Update (Feb 2025):

The recreation feasibility study has been assessing the feasibility of combining aquatics, arena and other community recreation services at Hammond Community Park. As the service demand analysis (which measures current and future needs) and site analysis progressed, we learned that the Hammond Community Park could accommodate the recreation facility and parking, while retaining green space and a smaller baseball field.

As a result, planning is underway to develop two new ice sheets/dry floors at the Albion Fairgrounds to meet current and future demand. Two additional sheets will create a hub for arena sports and events, featuring four rinks and one-curling rink in east Maple Ridge.

Building on the Phase 1 Engagement Summary, which included Engagement Quick Facts and What We Heard summary graphics, work continues on the following activities related to this project.

    • Completing the site assessments such as archaeological, geotechnical and traffic assessments
    • Developing a design concept that incorporates feedback received and meet the needs of our growing community
    • Planning for the re-location of the baseball fields

Background

Our City is rapidly growing and there is a huge demand for more recreation. In the 2023 Parks, Recreation and Culture Master Plan, the City of Maple Ridge identified a pressing need for new aquatic and arena facilities, ranking these among the top five recreation capital investment priorities. Planning for the City's second aquatics facility is a recommendation within the Master Plan.

The recreation feasibility study assessed the feasibility of combining aquatics, arena, and other community recreation services at Hammond Community Park.

Hammond Community Park has been identified as the preferred site for the City’s future aquatics facility. As a City-owned property and home to the aging Hammond Community Centre and outdoor pool, the site is ideal to minimize land purchase costs for the new facility. Hammond Community Park also met the preferred criteria: sufficient space, fully serviced site, in a developed area with a growing population, accessible by transit, and near a major transportation route.

As the service demand analysis (which measures current and future needs) and site analysis progressed throughout 2024, we learned that Hammond Community Park could accommodate the recreation facility and parking, while retaining green space and a smaller baseball field but not a twin sheet arena.

As a result, planning was initiated to develop two new ice sheets/dry floors at the Albion Fairgrounds to meet current and future demand. Two additional sheets would create a hub for arena sports and events, featuring four rinks and one-curling rink in east Maple Ridge. Learn more about the Arena Expansion Project

The Hammond Community Park development also signaled the need to find a suitable location for two new baseball diamonds that could not continue to be accommodated at the site alongside a new pool.
