The Recreation Facility Feasibility Study Has Now Been Completed.

Thank you to everyone who participated in our Phase 2 Community Engagement.

On December 16, 2025 the Feasibility Study was received by Council and the recommendations to proceed with schematic design and developing a funding strategy for the Aquatics and Recreation Centre at Hammond Community Park were approved. For more details, refer to the December 16 Staff Report in the Document Library on this page.

Staff will now continue the planning process for the following three recreation infrastructure projects, including developing a schematic design and funding strategy:

  • Aquatics and Recreation Centre at Hammond Community Park
  • Arena Expansion at the Albion Fairgrounds
  • Phase 1 of the Multi-use Park at the Maple Ridge golf course site

The Agricultural Land Commission (ALC) previously approved the City’s plan for a fourth ice sheet at Albion Fairgrounds in 2024, but the application for a fifth sheet was denied in 2025 due to unresolved drainage impacts on nearby lands. Staff have reviewed the decision and will now begin technical work and schematic design to support a reconsideration request.

Staff will aim to complete both the schematic design and funding strategy by July 2026.

Definitions:

Schematic Design: Refinement of the preliminary design concept and site plans, further assessing and remediating any existing or new site constraints, establishing energy/carbon and accessibility targets and developing cost estimates. The construction delivery model is often determined at this stage.

Funding Strategy: Contingent on estimated capital and operating costs for the new facilities, current capital reserves, and considering other potential sources of funding from provincial and federal government grants, sponsorships, and borrowing.

Community Engagement

Detailed planning for new recreation amenities involves extensive engagement with the public and key partners, including Katzie First Nation, Kwantlen First Nation. The City continues to collaborate with Katzie First Nation and Kwantlen First Nation on cultural, archaeological, and planning considerations. The City acknowledges the cultural importance of the Hammond/Golf Course area and is committed to respectful and ongoing engagement.

From January 23 - February 23, 2024 we conducted phase 1 of our public engagement to explore resident and user group needs and input for a new multi-use recreational facility at Hammond Community Park.

As one of the City's largest community engagements we had an incredible number of survey responses and attendance at our Hammond area Focus Session and Open Houses:

  • Wednesday, Jan.31, 2024: 5 - 8 p.m. at Maple Ridge Public Library
  • Saturday, Feb. 3, 2024: 10 a.m. - 1 p.m. at Hammond Community Centre (focused neighbourhood session)
  • Sunday, Feb. 11, 2024: 10 a.m. - 1 p.m. at Maple Ridge Leisure Centre
  • Thursday, Feb. 15, 2024: 4 - 7 p.m. at Planet Ice Arena  

Thanks to all who participated to help shape our future recreation facility!

The data we received from the nearly 2,360 survey responses and 650 open house comments was analyzed and summarized into our Recreation Feasibility Study - Phase 1 Engagement Summary. The feedback gave valuable insight about what the community is wanting for our future place to move, meet, and play.

Residents were invited to share their feedback on the arena facility and site concept.

Learnings

We received over 100 feedback form responses, met and listened to dozens at the 2 Open House events, and further discussed future possibilities with 20 key interest holder representatives.

The engagement for phase 2 was at the "consult" level of the International Association for Public Participation's (IAP2) Spectrum of Public Participation and the City of Maple Ridge Engagement Framework.

Background

Project Update (Dec 2025):

    Planning and delivering on additional rinks are recommendations within the 2023 Parks, Recreation and Culture Master Plan

    The recreation feasibility study assessed the feasibility of combining aquatics, arena and other community recreation services at Hammond Community Park. As the service demand analysis (which measures current and future needs) and site analysis progressed throughout 2024, we learned that Hammond Community Park could accommodate the recreation facility and parking, while retaining green space and a smaller baseball field but not a twin sheet arena.

    As a result, planning was initiated to develop two new ice sheets/dry floors at the Albion Fairgrounds to meet current and future demand. Two additional sheets are envisioned to create a hub for arena sports and events, featuring four rinks (one with stadium-style seating) and one-curling rink in east Maple Ridge.

    An application for approval for non-farm use of lands at the existing arena site, was submitted to the Agricultural Land Commission (ALC) in April 2025. The City received the response on October 24, 2025, and the application for twin sheet arenas was not approved by the ALC citing the need to address drainage impacts on the private lands across Jim Robson Way and the broader drainage of the Albion Flats. The ALC noted that the twin ice sheet application on the east side of the arena complex, has a larger impact on the site, than the City's previous application in 2022 for a single ice sheet. The 2022 application was conditionally approved in 2024 for a 4th ice sheet on the west side of the arena complex.

    Staff have thoroughly reviewed this most recent ALC decision, comparing it to previous ALC decisions, ownership of drainage infrastructure and surrounding lands identified in the report. Upon Council's direction on December 16, 2025, staff will be advancing the site technical work and schematic design to support a request for reconsideration by the ALC.
