The Recreation Facility Feasibility Study Has Now Been Completed.
Thank you to everyone who participated in our Phase 1 Community Engagement on the new multi-use park.
On December 16, 2025 the Feasibility Study was received by Council and the recommendations to proceed with schematic design and developing a funding strategy were approved. For more details, refer to the December 16 Staff Report in the Document Library on this page.
Staff will now continue the planning process for the following three recreation infrastructure projects, including developing a schematic design and funding strategy:
- Aquatics and Recreation Centre at Hammond Community Park
- Arena Expansion at the Albion Fairgrounds
- Phase 1 of the Multi-use Park at the Maple Ridge golf course site
Staff will aim to complete both the schematic design and funding strategy by July 2026.
Definitions:
Schematic Design: Refinement of the preliminary design concept and site plans, further assessing and remediating any existing or new site constraints, establishing energy/carbon and accessibility targets and developing cost estimates. The construction delivery model is often determined at this stage.
Funding Strategy: Contingent on estimated capital and operating costs for the new facilities, current capital reserves, and considering other potential sources of funding from provincial and federal government grants, sponsorships, and borrowing.

Community Engagement
Detailed planning for new recreation amenities involves extensive engagement with the public and key partners, including Katzie First Nation, Kwantlen First Nation. The City continues to collaborate with Katzie First Nation and Kwantlen First Nation on cultural, archaeological, and planning considerations. The City acknowledges the cultural importance of the Hammond/Golf Course area and is committed to respectful and ongoing engagement.
Thank you to everyone who participated in Phase 1 engagement on the Multi-use Park, as part of the Phase 2 engagement for the Aquatics and Recreation Facility Feasibility Study.
Residents were invited to suggest future considerations for the multi-use community park facilities.
Learnings
More than 2,700 residents completed the survey, contributing to over 8,000 engagement touchpoints across five open houses and 13 key interest holder meetings, making it one of the City’s most comprehensive engagement processes to date.
Nearly 70 per cent of participants supported the aquatics and recreation centre concept. Feedback highlighted interest in expanded outdoor recreation amenities, along with considerations related to traffic, location suitability, and financial feasibility.
Many residents expressed enthusiasm for increased outdoor park space on the west side of Maple Ridge, while others shared a desire to preserve golf course use.

Engagement Level
The engagement for phase 1 was at the "input" level of the International Association for Public Participation's (IAP2) Spectrum of Public Participation and the City of Maple Ridge Engagement Framework.
Input: Invite the public to suggest new alternatives and to work with them to ensure their concerns and aspirations are understood and considered.

The 40-acre Maple Ridge Golf Course has been designated for public park and recreation use since the City purchased it in 1971. Converting this City-owned site into publicly accessible, multi-use park space is now a priority due to new provincial housing legislation and planned growth in the Lougheed Transit Corridor Area, which will increase demand for recreation and other City services.
Preliminary plans for the new Hammond recreation facility showed that Hammond Community Park could not accommodate the two existing baseball fields alongside a new aquatics facility and required parking. A smaller field for younger players will be included in the park’s redevelopment, with the two current fields needing to be relocated.
As part of the Recreation Facility Feasibility Study, the City plans to move these fields to a new stadium-style ballpark at the current site of the Maple Ridge Golf Course, which is City-owned and currently leased to the operator. The site is designated as park space in the Official Community Plan and offers the room needed for expanded recreation facilities, especially as Maple Ridge grows beyond its 106,000 residents.
The golf course’s transformation into the City’s largest community park will occur in phases.
- Phase 1 will build two replacement baseball diamonds and related amenities, targeted for completion before construction of the new Hammond aquatic and recreation facility.
- Future phases will be shaped through public engagement to develop a comprehensive park vision.

This means that we will provide the public with balanced and objective information to assist them in understanding the problem, alternatives, opportunities, or solutions.
